Hi, I’m Paul Gates, Clerk-Treasurer for the City of Batesville. My department includes Michele Balser, who has over 20 years of experience as the Deputy Clerk-Treasurer.
The Clerk-Treasurer department’s duties are two-fold:
As Treasurer, my department is responsible for the overall financial well-being of the City, including annual budget preparation, monthly and annual financial reporting, invoice payment, capital asset funding needs, project financial analysis, payroll, and various tax preparation and reporting functions.
As Clerk, we maintain all City meeting minutes, personnel files, employee benefit programs, contracts and vehicle registrations and titles.
It’s important to note that in Indiana, the Clerk-Treasurer is on an equal level with the Mayor and the City Council. This segregation of power is designed to ensure that checks and balances are in place to provide the City residents with a fair and equitable government. I report to the residents of Batesville.
I believe that the residents of Batesville are entitled to a transparent City government, with open records, specifically when there are financial implications.
